Why can't we have a subway/busway system that is efficient and makes sense?

I've spent the past week looking up and down Pittsburgh's Port Authority schedules and bus routes. Half of them have to correct times on them, the other half don't even have all the stops on them. I just need to get from Point A to Point B as reasonably close to my punch in time as possible. Why haven't the built the damn Maglev yet?

Suburbia is the burden of my existence.
